Regeneration Framework – CLG consultation until 31 October 2008

‘Transforming Places; changing lives: a framework for regeneration’, was launched by the Department for Communities and Local Government on 17 July 2008. It contains an ambitious package of proposals for consultation in order to shape the way that regeneration is carried out in the future in England.

Building on what works, it emphasises the need for value-for-money, ensuring that regeneration tackles the underlying economic challenges in order to increase social mobility and ensure that people reach their potential.

It focuses on three priority outcomes:

  • improved economic performance in deprived areas
  • improved rates of work and enterprise in deprived areas, and
  • creating sustainable places where people want to live and can work, and businesses want to invest

The framework aims to ensure that regeneration investment, whether from the public, private or third sector, is coordinated and prioritised appropriately. It seeks to devolve power to communities and Councils, co-ordinated by Regional Development Agencies, to ensure investment fits local and regional regeneration priorities. This is underpinned by the importance of tackling the underlying economic challenges that hold back deprived areas, particularly regarding employment and levels of enterprise.

The Framework specifically sets out proposed new expectations of:

  • local government
  • sub-regional partnerships
  • RDAs
  • the Homes & Communities Agency, and
  • central government

It also impacts on community and neighbourhood organisations, LSPs, Urban Regeneration Companies, Urban Development Corporations, the private sector, the third sector and a range of government departments, their delivery agencies and non-departmental public bodies.

Annex A (page 77) includes a series of consultation questions and explains the arrangements for feeding in comments to the CLG Regeneration Framework Team by 31 October at RegenFramework@communitiies.gov.uk. GONW would encourage all those with an interest in the Framework to participate in the consultation.
