Government Offices work with regional partners to develop, implement and monitor ‘Regional Spatial Strategies,’ which set out Government’s planning and transport policy for each region for a 15-20 year period. The strategies provide frameworks for determining planning applications, as well as for preparing both Local Development Documents and Local Transport Plans.

The Regional Spatial Strategy ( RSS) for the North West of England
provides for development and investment in the region for a 15-20 year
period. Following consultation on a draft plan in 2006, an Examination in
Public led by an independent Panel and consultation on Proposed Changes,
The North West of England Plan Regional Spatial Strategy to 2021 was
published by the Secretary of State in September 2008.

The Draft Regional Spatial Strategy was prepared by the North West
Regional Assembly and was consulted upon from March to June 2006.

exist and there is now a North West Leaders Board- 4NW.
Monitoring
4NW prepare an Annual Monitoring Report on the Regional Spatial
strategy and have developed a web based Implimentation Framework

Background to the Regional Spatial Strategy
The early stages of the preparation of Regional Spatial Strategies
were the responsibility of the Regional Planning Body which was the North
West Regional Assembly. The later stages of the preparation of the RSS
including publication of the final RSS were the responsibility of
Government Office for the North West , on behalf of the Secretary of State
. Government Office also have a key role in implementing in particular
through their role working with Local Authorities on the preparation of
Local development Frameworks.
