Government Offices work with regional partners to reduce the gap in economic growth rates between regions. With their regional partners, the Government Offices provided input to the Government’s Spending Review 2004, which sets out plans for government spending from 2005–2008. ‘Regional Emphasis Documents’ were jointly prepared by the Government Office, Regional Development Agency and Regional Assemblies in each English region.

Government Offices work with Government departments and other partners to strengthen the economy in every region, working to reduce the gap in economic growth rates between the regions.
Improving regional economic performance and delivering prosperity for all is a key objective for the Government Office for the North West.
To help deliver this, the department for Communities and Local Government, the Treasury and the Department for Business, Enterprise and Regulatory Reform have committed themselves to:
· achieving sustainable improvements in economic performance;
· reducing inequalities within and between regions;
· improving skills;
· improving productivity; and
· stimulating innovation.
The Northern Way Growth Strategy builds on the proposals in the Regional Economic Strategies of the three northern regions: North West, North East, and Yorkshire and the Humber. Many of the Growth Strategy proposals will be implemented across the region – including building skills, promoting entrepreneurship, joint efforts by the higher education institutions, housing, tourism, and marketing and cluster development. These will provide benefits for people living and working in both urban and rural areas. As the majority of the North’s assets (and hence potential for growth) lie within the city regions, there is the need for a clear focus on our city regions, to ensure that we maximise their potential to drive up the economic performance of the North West. The three city regions located in the North West are Liverpool/Merseyside, Central Lancashire and Manchester.
