Culture and Leisure

The importance of culture, leisure and sport in addressing issues such as social inclusion, health and crime is apparent. Government Offices work with a range of regional and local partners to identify where links can be made with other government programmes at a local level.

Government Office for the North West provides a regional focus for the Department for Culture, Media and Sport’s (DCMS) policies on sport, arts, museums and galleries, libraries and archives, heritage and architecture, the creative industries (music, film and broadcasting), tourism, the lottery, licensing and gambling.

DCMS supports and promotes the widest access to excellence in culture - in the arts, in museums and galleries, in architecture and in the built and the historic environment, and libraries.  Government Office for the North West provides support to DCMS in this.

We also work to increase understanding of how creative industries and tourism can contribute much to regeneration and economic development, with an emphasis on neighbourhood renewal, education and health.

We help promote DCMS Strategic Objectives. For 2008-2011, these are:

  • Opportunity: Encourage more widespread enjoyment of culture, media and sport
  • Excellence: Support talent and excellence in culture, media and sport
  • Economic impact: Realise the economic benefits of the Department’s sectors
  • Olympics: Deliver a successful and inspirational Olympic and Paralympic Games with a sustainable legacy

This involves close working with the cultural non-departmental public bodies and partnership working with a range of regional bodies, including the Northwest Development Agency (NWDA), local authorities, the voluntary sector and private organisations, with Government Offices taking a cross-departmental approach to ensure cohesion of policy delivery.

Regional and Local Strategies

Government Office works to promote and integrate the culture agenda in the work of Local Authorities and Local Strategic Partnerships, and major regional strategies. We are working with NWDA and partners on the development of RS2010 the new Single Regional Strategy.
