Positive Activities for Young People (PAYP) is a national, cross-departmental programme that was developed in 2003 to engage “at risk” children and young people (eight to nineteen years) in purposeful holiday activity programmes. Government Offices co-ordinated the programme in the regions up to the 31 March 2007.

In July 2007, the Government launched Aiming High for Young People: A Ten Year Youth Strategy for Positive Activities which sets out a strategy to help all young people, particularly those in deprived areas, to take part in enjoyable and purposeful activities in their free time which can help them develop new skills and raise their aspirations. The strategy included a funding package of £679m over the next three years - £495m of continuation funding and £184m additional funding.
From 1 April 2007 the funding for Positive Activities or similar programmes was distributed through Local Authorities for incorporation into their Local Area Agreements.
